Pay per active learner.

A distinct learner who launches at least one session within your 30-day billing period — counted once, no matter how many launches, sessions, or courses they touch. Note this is a different unit than SCORM Cloud's "registration", which is one learner on one course — there, a learner who takes three courses counts three times. Launches, xAPI statements, and storage are fair-use guardrails, never the thing you budget against.

Rustici literally published a post titled "SCORM Cloud Pricing Tiers: The Edge of the Cliff" — on registration-bucket plans, crossing a threshold means paying per-registration overage (up to $3.60 per registration on smaller plans) or jumping to a much bigger plan. We removed that. Once you pass your included learners, you simply pay per learner, and that per-learner rate drops across self-serve plans: $0.15 on Starter, $0.08 on Growth, and $0.05 on Scale. Enterprise overage terms are custom.

On any current paid plan, service stays available. Extra learners use the published rate; course counts are capacity guidance and never add charges or block launches — we recommend the right plan as you grow. We alert you at 80% and 100%. Free remains hard capped.

For new or converted Starter and Growth plans on current flexible-usage terms, 80% and 100% alerts keep you ahead of overage and learner usage is capped by one guard: Starter usage cannot exceed the $100 gap to Growth, and Growth usage cannot exceed the $350 gap to Scale. At the guard, upgrading costs the same and includes more capacity and features. Existing paid customers retain legacy learner-only opt-in terms until they upgrade to a current plan.

Growth and up. The sub-tenant / child-workspace API lets a parent-scoped key mint and manage isolated workspaces programmatically, with rolled-up billing and per-child quotas — what you need to run a multi-tenant SaaS or an AI builder that provisions a workspace per customer. Scale and Enterprise add full white-label.

Launches, xAPI statements, and storage are fair-use guardrails, not metered line items. Courses are never billed either: Starter is sized for ~25 active courses and Growth for ~100 as capacity guidance — exceeding it never adds charges or blocks launches; we simply recommend the plan built for your catalog. Scale includes unlimited courses subject to fair use.

First, the unit: SCORM Cloud meters registrations (one learner on one course), sold in paid tiers with 10, 50, 100, 300, 4,000, 10,000, or 50,000 registrations from $40 to $5,000/mo and published overage from $3.60 down to $0.10. We meter active learners — one learner counted once per period, no matter how many courses — so multi-course learners don't multiply your bill. Second, SCORM Cloud charges a learner-course association when it is created, while relaunches of that existing association do not create another registration.
