How overage works

Your plan price includes a number of active learners. Past that, each extra learner costs a small fixed amount, and that amount is lower on every bigger plan. On Starter and Growth, overage stops at the price gap to the next plan.

Example: Growth with 2,000 active learners is $149 + 500 × $0.08 = $189 for the month.

What’s an “active learner”?
A distinct learner who launches at least one session within your 30-day billing period, counted once no matter how many launches, sessions or courses they touch. That is a different unit from SCORM Cloud’s “registration”, which is one learner on one course: three new learner-course associations create three registrations, while relaunching existing associations does not. Launches, xAPI statements and storage are fair-use guardrails, never the thing you budget against.
How much does each plan cost, and what does it include?
Free is $0 with 25 active learners (hard cap), 3 packages, 5 GB storage and test API keys. Starter is $49 a month for 250 active learners, then $0.15 per extra learner, with production API keys, 25 stored packages and 10 GB, sized for about 25 active courses. Growth is $149 a month for 1,500 active learners, then $0.08, with the Customer API, 100 stored packages and 50 GB, sized for about 100 active courses. Scale is $499 a month (or $4,990 a year) for 7,500 active learners, then $0.05, with the full Customer API, white-label, prepaid credits, an optional annual commitment, unlimited packages under fair use and 500 GB. Enterprise is a custom agreement from 50,000 learners and 5 TB. Largest upload: 2 GB on Free and Starter, 5 GB on Growth, 10 GB on Scale and Enterprise.
Why is there no “tier cliff”?
Rustici published a post titled “SCORM Cloud Pricing Tiers: The Edge of the Cliff”. On registration-bucket plans, crossing a threshold means paying per-registration overage (up to $3.60 per registration on smaller plans) or jumping to a much bigger plan. Allure Connect removes that: past your included learners you pay per learner, and the rate drops across self-serve plans: $0.15 on Starter, $0.08 on Growth and $0.05 on Scale. Enterprise overage terms are custom.
What happens when I go over my included learners?
On any current paid plan, service stays available. Extra learners use the published rate; course counts are capacity guidance and never add charges or block launches. We recommend the right plan as you grow, and alert you at 80% and 100%. Free stays hard capped.
How do I keep my bill predictable?
Alerts at 80% and 100% of your included learners keep you ahead of overage. On Starter and Growth, overage also stops at the price gap to the next plan: $100 a month on Starter and $350 on Growth. So Starter never bills more than $149 a month and Growth never more than $499, the price of the next plan, which includes more. Scale has no overage cap; Enterprise terms are set by contract. For a lower ceiling, set a spend cap on the workspace or on any API key. Existing paid customers keep their legacy learner-only terms until they move to a current plan.
Can I cap what I spend?
Yes. On Starter, Growth and Scale, a workspace owner, admin or billing member can set a spend cap on usage charges (learner overage) for the workspace, and a separate cap on any API key; the lower cap applies to launches made with that key. Each child workspace can carry its own cap. You get alerts at 80% and 100% of a cap, in email and as usage webhooks. At the cap, new learners are held back while learners already counted this period keep launching. A $0 cap means you never pay overage. An API key cannot change its own cap. Nothing changes until you set a cap; Free is already hard capped and Enterprise follows its contract.
Which plan unlocks the sub-tenant API?
Growth and up. The sub-tenant / child-workspace API (Customer API) lets a parent-scoped key mint and manage isolated workspaces programmatically, with rolled-up billing and per-child quotas: what you need to run a multi-tenant SaaS or an AI builder that provisions a workspace per customer. Scale and Enterprise add the full Customer API, with unlimited child workspaces, and full white-label.
Are there API rate limits by plan?
No. Rate limits are set per operation and are the same on every plan: package upload URLs 120 per minute (per workspace and API key), package processing 60 per minute (per workspace), connector events 20 per minute and connector installations 10 per minute (per workspace and API key). Do courses, launches, statements or storage cost extra?
No. Launches, xAPI statements and storage are fair-use guardrails, not metered line items. Courses are never billed either: Starter is sized for about 25 active courses and Growth for about 100, as capacity guidance. Going past that never adds charges or blocks launches; we recommend the plan built for your catalog. Packages are the files you store: 25 on Starter and 100 on Growth. Archive a package you no longer deliver to free a slot. Scale includes unlimited courses and packages subject to fair use.
How does this compare to SCORM Cloud?
Two differences. First, the unit: SCORM Cloud meters registrations (one learner on one course), sold in paid tiers with 10, 50, 100, 300, 4,000, 10,000 or 50,000 registrations from $40 to $5,000/mo, with published overage from $3.60 down to $0.10. Allure Connect meters active learners, so multi-course learners don’t multiply your bill. Second, SCORM Cloud charges a learner-course association when it is created, while relaunches of that association do not create another registration. Model active learners, courses and the new-association percentage to compare the units honestly. Compare with SCORM Cloud, SCORM Dispatch or OpenSCORM.
Is the Free plan really free?
Yes: free forever, no credit card. 25 active learners (resettable monthly), 3 packages, 5 GB storage, the delivery API and GPT Actions. Output is watermarked and packages expire after 30 days, so it is built for development and testing, not production. When you ship, Starter at $49 a month adds production keys and removes the watermark.
Is there annual billing?
Yes, on Scale: $4,990 a year, billed annually, instead of $499 a month; choose it from the Scale card. Every Enterprise agreement is an annual commitment. Starter and Growth bill monthly. Usage beyond your included learners is billed monthly on every plan.
What are prepaid credits?
On Scale and Enterprise you can buy usage credit in advance, as a one-time purchase from $100. The credit is applied to usage charges (learner overage) on your invoices, and the balance shows on the billing page.
Can I cancel, and do you give refunds?
